Holding fast to this view, these ruined souls of small understanding (buddhi), Emerge with cruel actions (ugrakarmāṇaḥ), as enemies for the destruction of the world.
Mired in this view, lost to themselves with their meager understanding, these fiends contrive terrible acts to destroy the world.
(9) Holding fast to these views, lost souls with feeble minds, they embark on cruel-and-violent deeds, malignant [in their lust] for the destruction of the world.
16.9 Holding on to this view, (these people) who are of depraved character, of poor intellect, given to fearful actions and harmful, wax strong for the ruin of the world.
